Job Summary The Accountant-A/R is responsible for performing entry-level professional financial, accounting and analysis work such as reconciling general ledger accounts, processing internal allocations, preparing financial reports, assisting with the annual audit, providing annual budget support, investment and cash management support, performing research and analysis, bank reconciliations. Work requires limited supervision and the use of independent judgment and discretion.
Examples of Duties - Performs accounts receivables deliverables, which includes downloading and reviewing daily payments; uploading and posting receivable payments to the financial system; posting tax collections; submitting cash book entries for miscellaneous payments; and/or performing other related deliverables.
- Reviews and reconciles daily bank activity in order to monitor the City's daily cash flow; reviews all bank documentation in order to provide support to other City's departments and resolve complex issues and enters wires transfers, ACH payments in the bank's application.
- Monitors bank balances to ensure compliance with collateralization requirements; determines collateral required amounts per City's policy; and requests additional collateral from banks as needed.
- Reviews bank account analysis statement to ensure accuracy of monthly fees charged to the City and allocates fees for accounting and payment processing; prepares monthly and annual analysis on bank services, transactions, and fees; prepares the annual budget for bank fees.
- Manages the bank depository through the solution of low to medium complex issues and requesting changes and updates in existing services.
- Prepares multiple reconciliations to ensure accuracy of financial records, including but not limited to accounts receivable, grant receivable, deferred revenues, revenues, miscellaneous accounts receivable and deposits.
- Prepares monthly fiscal reports, special reports and annual reports and returns relating to assigned accounts.
- Maintains, reconciles and audits a variety of ledgers, reports and accounting transactions to ensure accuracy.
- Monitor and balance various accounts including availability of funds and classifying expenditures; research and analyze transactions to resolve problems relating to accounts.
- Prepare year-end audit work papers for assigned accounts.
- Prepares a variety of monthly allocations, calculations.
- Prepares and enters monthly journal entries into financial system.
- Review and analyze monthly utility refund distribution.
- Reviews daily cash packets created by revenue collections and submit to the general ledger.
- Review and process daily Positive Pay exceptions.
- Creates special event invoicing.
- Assist in preparing annual work papers, which includes year-to-date interest income schedules, allowance for doubtful accounts schedule, tax receivables, tax levy calculations and adjustments, revenue distributions bad debt and reserves, receivable calculations, utility year-end schedules and journal entries, unclaimed fund processing, and/or other applicable items.
- Performs other duties as assigned or required.
Typical Qualifications - Knowledge of General Accounting Standards Board (GASB) requirements, Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) related to municipal finance administration and program development.
- Knowledge of methods for the preparation and development of the Annual Comprehensive Financial Report (ACFR).
- Knowledge of technical accounting, financial reporting and complex general ledger systems.
- Knowledge of Federal, State and Local financial policies, law and regulations including tax laws.
- Knowledge of bank and cash management procedures and internal controls.
- Knowledge of research and analysis methods.
- Skilled in performing repetitive accounting tasks with a high degree of accuracy.
- Skilled in preparing journal entries.
- Skilled in researching discrepancies.
- Skilled in applying accounting procedures and principles.
- Skilled in reconciling cash and other related accounts.
- Skilled in recording, analyzing, verifying, reconciling, and reporting accounting transactions.
- Skilled in managing and completing deliverables in a timely and efficient manner.
- Ability to prepare clear and concise accounting statements and reports.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Possess excellent written and oral communication skills with the ability to communicate and work cooperatively with all levels and types of personnel.
Education and Experience - Bachelor's Degree in Accounting or Finance.
- And two (2) years of technical experience in accounting or finance.
- Preference given to individuals with governmental fund accounting experience,
- A Master of Accountancy or a Masters of Business Administration may substitute for one year of professional experience.
BENEFITS FOR ALL FULL-TIME/PART-TIME REGULAR EMPLOYEES INCLUDE: TEXAS MUNICIPAL RETIREMENT SYSTEM All full-time employees are participants of TMRS; this is a mandatory contribution. (Part-time regular employees who work a minimum of 20 hours per week are participants of TMRS) The employee contribution rate is 7% per pay period; the City matches the contribution 2-1. There is a 5 year vesting period. Employees are eligible to retire at any age after 20 years of service or at age 60 with 5 years of service.
OPTIONAL RETIREMENTThe City offers employees the option of contributing to a 457 Deferred Compensation Plan and/or Roth IRA's through payroll deduction. The City does not match these contributions.
SOCIAL SECURITY/FICA These deductions are matched by the City.
MEDICAL, DENTAL & VISION COVERAGE All full-time employees have Medical, Dental, Vision, Life w/AD&D, and LTD insurance coverage paid for by the City. (Part-time regular employees who work a minimum of 30 hours per week qualify for this coverage) Employees have the option of purchasing dependent coverage.
SECTION 125 IRS BENEFIT PLANS Employees who have dependent health or any supplementary insurance premiums deducted from their checks are eligible to pay their premiums, "pre-taxed". Pre-taxed flexible spending accounts are also available for health and dependent care.
VOLUNTARY/SUPPLEMENTAL BENEFITS Employees have the option of purchasing supplemental benefits through AFLAC and LegalShield.
VACATION Full-time employees vacation accrues as follows:
0-5 years 10 days per year
5-10 years 15 days per year
10-20 years 20 days per year
20+ years 25 days per year
Employees are eligible to take vacation after 6 months of employment.
Part-time regular employees accrue vacation leave at the accrual rate of a full-time employee.
SICK LEAVE Sick leave accrues at 8 hours per month for full-time employees. (Fire accrues at 12 hours per month) Maximum accrual is 1,040 hours.
Part-time regular employees accrue sick leave at the accrual rate of a full-time employee.
SICK LEAVE POOL The sick leave pool allows the employees to donate up to 24 hours of sick leave per year (employees must have a minimum of 96 hours of sick leave accumulated before contributing). This pool was created to help employees during a catastrophic injury or illness.
HOLIDAYS Full-time employees receive 14 paid holidays per year. This includes 1 personal floating holiday that may be taken at any time during the calendar year after 6 months of employment.

Part-time regular employees accrue holiday leave at the accrual rate of a full-time employee.
LONGEVITY All full-time employees with more than 1 year of service are eligible to receive longevity pay at the rate of $10 per month for each month of service. This is paid once a year in November. Part-time regular employees become eligible to receive this benefit after 5 years of service.
CERTIFICATE PAY Some employees may be eligible to receive Certificate Pay in increments of $50, $100 or $125 per month depending upon the type of certification. Certification that is required per the job description in order to be employed is not eligible for pay under this plan.
TUITION REIMBURSEMENT Full-time employees may be reimbursed up to $300 per semester for college courses. The courses must relate to their job, must have a passing grade of at least a "C", and obtain Director approval. This benefit may be used after 6 months of employment.
