This vacancy is being announced as a Classified position and may be filled as a Job Appointment or Probational appointment.



An ideal candidate would have experience administrating environmental tasks such as data collection and analysis, evaluation of Phase I environmental site assessments, regulatory research, formulation of corrective actions, and preparation of environmental clearance documents across multiple departmental programs that require environmental review.



No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, architectural history, architecture or archeology followed by four years of professional level environmental science, natural resource management or cultural resource management experience.


SUBSTITUTIONS:
A master's degree in one of the qualifying fields will substitute for one year of the required experience.


A Ph.D. in one of the qualifying fields will substitute for two years of the required experience.


Advanced degrees will substitute for a maximum of two years of the required experience.


NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:
To administer departmental projects which require environmental duties such as evaluation through inspection, permitting, data collection and analysis, research and formulation of corrective actions and preparation of environmental documents including environmental assessments, environmental site assessments or environmental impact statements.


Level of Work:
Manager.


Supervision Received:
Broad from an Engineer 6 DOTD or higher-level agency administrator.


Supervision Exercised:
Direct over a small staff of environmental professionals.


Location of Work:
May be used by all state agencies.


Job Distinctions:
Differs from Environmental Impact Specialist 3 by the presence of responsibility for direct supervision over a small staff of environmental professionals or by serving as the top level environmental professional for an agency with a minimum of $250,000 allocated yearly for environmental projects.


Differs from Environmental Impact Manager 2 by the staff level/size and /or by the scope/complexity of assigned projects/programs.

Administer departmental projects which require environmental duties such as evaluation through inspection, permitting, data collection and analysis, research and formulation of corrective actions and preparation of environmental documents, including environmental assessments, environmental site assessments or environmental impact statements.


Responsible for the Environmental Review (ER) process HOME, NOAH, DELTA 100, TCAP. LIHTC, CDBG-DR, HRP, and certain Louisiana Housing Authority (LA) programs, including but not limited to, PSH, PVB, Shelter+Care, and Section 8.


Serves as the top-level environmental professional for the LHC and is responsible for administration and oversight of the environmental policies and requirements for all of the LHC.


Evaluates the job performance of personnel and reviews work related matters with individuals whose duties include an environmental component.


Directs the design and implementation of systems for tracking the environmental status of projects and retrieval of records.


Coordinates work with federal agencies (NRCS, EPA, HUD, Fish and Wildlife, US Army Corps of Engineers, etc.), state agencies (LDEQ, LDWF, SHPO, etc), and local agencies.


Oversees the review of professional environmental consultant work to ensure compliance performed directly for the agency or for awardees of the agency with all requirements of policies, regulations, directive, specifications, and contract stipulations.


Consults with federal, state, and local agencies to satisfy requirements of 24 CFR 58 for interagency consultation.


Responsible for Tribal Preservations Historic Office coordination for the Identification, Coordination, and government to government Correspondence with tribal entities in the vicinity of agency development projects.
