ABOUT THE COURT

Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 36 facilities within the Court's 12 judicial districts and are supported by more than 4,800 full-time Court employees. The Court has an annual budget of more than $1 billion. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,752 square miles and, with over 10,400,000 residents, is also one of its most populous counties in the United States.

About The Position

Finance Administrators are responsible for planning, managing, and directing the financial operations of a unit(s) within the Court, including finance, revenue and accounting, budget, procurement, grants, and collections. Incumbents participate in the planning, development, and implementation of the Court's strategic plan. Incumbent is responsible for providing guidance and planning to achieve the mission, vision and values of the Court and is responsible for the development and implementation of Court-wide financial plans, policies, and procedures designed to achieve the Court's strategic initiatives. Incumbents also monitor financial and/or revenue collection and disbursement operations to ensure compliance with local, state, and federal laws and regulations. Work requires a thorough knowledge of financial management, agency and state reporting principles, and professional standards. This is an at will managerial position. The Trial Court Employment Protection and Governance Act (SB 2140) authorizes the Court to exclude managerial employees from the employment protection provisions of the Act subject to meet and confer.

TELEWORK OPPORTUNITIES

This position may be eligible for partial telework following an initial training period contingent upon the Court's operational unit.

Minimum Requirements

To qualify, you must meet the following option at the time of application:

OPTION I: Graduation from an accredited four-year college or university with a major in business or public administration, accounting, economics, public policy, or a closely related field – and - Five (5) years of progressively responsible experience in the administration of finance operations and/or administrative support functions, which must have included two (2) years managing a small to mid-sized group of operational or professional staff.

OPTION II: Nine (9) years of progressively responsible experience in the administration of finance operations and/or administrative support functions, which must have included four (4) years managing a small to mid-sized group of operational or professional staff.

  • NOTE: Experience at the level of a Los Angeles Superior Court, Principal Financial Analyst or Finance manager is defined as performing work in a comparable class with the same level of responsibility and requiring the same knowledge, skills, and abilities.

Desirable Qualifications

The ideal candidate will possess the following desirable qualifications:

  • Experience developing, preparing, and presenting financial data to a wide range of audiences
  • Knowledge and experience using automated financial, accounting and management information systems
  • Experience with database management, data analytics, and data driven decision making.
  • Experience in building strong, collaborative relationships to be effective in achieving high-quality results.
  • Experience in configuring or implementing a financial system.
  • Experience leading change initiatives or reengineering processes to improve quality of work and resource allocation.
  • Experience performing legislative and policy analyses of complex issues.
  • Experience performing cost-benefit analysis and identifying alternative/feasibility of funding methods.
  • Experience developing, analyzing, and managing a budget(s).
  • Experience developing and monitoring revenue and expenditure forecasts
  • Experience in court financial operations.
  • Master's Degree in business or public administration, economics, public policy or a closely related field.
