Position Summary: The Senior Forensic Auditor should possess knowledge and an understanding of how to conduct investigations involving allegations of fraud, waste, abuse, and unethical conduct; while utilizing data analytics, traditional, and sophisticated investigative techniques. Prior interviewing and audit / investigative experience is essential for this role.
Minimum Qualifications: - Master's degree in accounting, finance, business administration, or public administration. A bachelor's degree in accounting or business and a Certified Public Accountant (CPA) license or Juris Doctor (JD) may be considered in lieu of the master's degree.
- Demonstrated knowledge of interviewing and document analysis.
- Strong verbal and writing skills, including report writing.
- At least 10 years of professional forensic accounting / auditing and fraud investigation experience required.
- Certification as a Certified Fraud Examiner (CFE) is preferable.
- Strong computer skills, including proficiency with the Microsoft Office Suite of products.
Essential Functions: - Examine allegations of fraud, waste, abuse, corruption, and other irregularities or improprieties on the part of District employees, contractor personnel and vendors doing business with the District.
- Proactively apply knowledge of current fraud schemes to develop an Investigative plan as well as identify areas of risk for fraud, waste, abuse, and financial mismanagement.
- Ensure investigations are handled with discretion, professionalism, and confidentiality.
- Prepare clear, concise, and conclusive investigative reports; setting forth the allegation(s), evidence, findings, and recommendations; for review and approval by the Inspector General.
- Examine a wide variety of records, financial transactions, procedures, and systems of internal control to detect fraudulent or wasteful practices, secure evidence and prepare statements for possible referral for internal discipline, and/or to law enforcement for criminal prosecution.
- Demonstrate knowledge of fundamental principles of accounting and forensic auditing to lead the team in analyzing voluminous financial records and data pertaining to investigations.
- Develop and maintain confidential materials in the OIG Case Management System (CMS).
- Develop and prioritize a heavy case load; ability to manage multiple projects simultaneously.
- Attend networking meetings, as necessary.
- Perform special projects and other related duties as assigned by the Inspector General.
Security Clearance: Internal Applicants
