for ASSISTANT TO THE CHIEF FINANCIAL OFFICER
A. DEFINITION
The Assistant to the Chief Financial Officer is responsible for helping the CFO maintaining corporate accounting records in accordance with agency policy, contract requirements and certification standards. This position will support general accounting, accounts payable, accounts receivable and payroll.
B. MAIN DUTIES
1. Assist CFO to maintain general ledger, inventory, depreciation schedule, and cash receipts and cash disbursements.
2. Assist CFO in preparing balance sheet, profit and loss statements to summarize the agency's overall financial position vs. budget. This includes reviewing and explaining major variances.
3. Assist CFO in preparing well documented journal entries to accounts as needed ensuring financial records are accurate and properly documented. Resolve accounting discrepancies.
4. Assist in preparing quarterly and annual payroll reports for Federal and State tax filings.
5. Assist CFO in overseeing payroll allocations by program consistent with CCBHO requirements. Determine case load percentages per program as needed, for completion of CCBHO cost report.
6. Post daily cash receipts into accounting software and ensure they are applied to the appropriate account.
7. Assist CFO in maintaining necessary records and reports to prepare for an annual external audit.
8. Assist Billing Specialist in ensuring the following functions are performed through the agency's Electronic Clinical Records system (CareLogic):
a. Work through failed claims and correct errors. b. Approve claims, ensuring correct program and payer have been selected. c. Download electronic 835 files from DMH, Medicaid, etc. and upload file into CareLogic. d. Approve all payment batches entered into CareLogic. e. Make changes as necessary to activity/procedure codes and fee schedules.
9. Ensure the agencies 990 Tax Return is completed and submitted to IRS.
10. Assist in the planning, development and evaluation of agency programs, projects and contracts.
11. Assist in the development of agency accounting policy, procedure, systems and internal controls.
12. Assist in analyzing client accounts to write off bad debts annually.
13. Assist in ensuring all fiscal activities follow written policies and procedures.
14. Cross train with other accounting staff members to assure continuity of accounting functions in staff members absence.
15. Attend Board of Directors meetings to present financial reports, in CFOs absence.
16. Attend Missouri Behavioral Health Council meetings and other training meetings as needed.
17. Maintain client confidentiality.
18. Perform related work as needed to carry out the purposes, goals and objectives
of the agency.
C. OTHER DUTIES
1. Assist in preparing the annual agency budget. 2. Assist in preparing grant reports and reconcile all grant receivables. 3. Assist in assuring that payments for payables, leases, loans and other financialobligations are made in a timely manner. 4. Assist in assuring purchases and invoices are verified, recorded and distributed toaccounts correctly. (on a cost accounting basis) 5. Assist in complete the agencies annual CCBHO cost report. 6. Assist in ensure all bank accounts and investment accounts are reconciled monthly. 7. Assist in maintaining records for Supportive Housing clients. 8. Maintain petty cash fund per policies and procedures and replenish as needed. 9. Assist in ensuring all supervisees are performing job duties per agency policies and State deadlines. 10. Assist in securing, monitor and evaluate corporate liability insurance, and employee health, life and dental plans.
D. QUALIFICATIONS Hold a Bachelor's Degree with specialization in accounting, two (2) years accounting experience, bondable and understand accrual accounting methodology. Have a thorough understanding of Generally Accepted Accounting Principles (GAAP).
